I am flying my granddaughter to visit relatives. She is 11 and flying by herself. I was just told I need pic?

have just been told she needs picture ID which I don't have. Her father, my son, has her birth certificate and ss card in a lockbox, and he is currently at sea with the Navy. Does she need ID at age 11? It is a nonstop flight from Kansas City, MO to San Diego, CA.
