How to refill the water tank once it has been drained?

We had a water leak and instead of unplugging the well we turned it off at the breaker interned drained the tank. Leak is fixed and we still do not have water. Thinking possibility that the tank and the line are frozen and have put additional heat in the well house that the line and tank would be thawed out by now and the temps have low to mid 30's. Is there something else we need to do?
