How does the United Nations make nations comply with their obligations to the UN's human rights covenants?

UN gives sanctions to member states. Although, this is not really as well enforced as people would like to be. For major crimes such as wars against humanity, perpetrators undergo trial in the Tribunal. Other than that, public shaming is the most effective way for some member states to comply to the rules (ex.in protecting rights of children, women etc.)
